Apps not downloading from microsoft store popup

One of the more common problems we're seeing with Windows 10 this first week is an inability to download apps from the Store. Here’s a fix.

Unfortunately, the problem has come back. I'm on 1803 17134.48 and all of my Windows Store apps (calculator, Feedback Hub, etc.) won't run. And once again in the Windows Store app all 14 apps show as having download/install errors (Code: 0x80070005). I don't want to have to refresh/reset my PC AGAIN. This needs to be fixed!
